Preparing for the ICCRC Full Skills Exam

Federal law requires that immigration consultants in Canada or abroad, who provide Canadian immigration services for a fee, must be registered with the Immigration Consultants of Canada Regulatory Council and accredited as a Regulated Canadian Immigration Consultant (RCIC). In order to become an RCIC, individuals must first apply to write the ICCRC’s Full Skills Exam.

Basic Requirements

In order to be eligible to write the Full Skills Exam (FSE), applicants must:

  • Be at least 18 years old;
  • Be a Canadian citizen, Canadian permanent resident, or a Registered (Status) Indian within the meaning of the Indian Act (Canada);
  • Have graduated from an accredited immigration practitioner’s program;
  • Have achieved at least the minimum required score on an ICCRC-approved English or French language proficiency test;
  • Have provided satisfactory police certificates from every country in which you have lived for six (6) months or longer since age 18;
  • Sign the Statutory Declaration – Background and Good Conduct attesting to good character and good conduct; and
  • Not presently be an undischarged bankrupt or involved in a current creditor proposal arrangement.

About the Full Skills Exam

The Full Skills Exam is offered once every three months and consists of 100 scenario-based multiple choice questions. These questions are designed to test your knowledge of terms and general content, as well as to provide you with an opportunity to apply your knowledge within the context of immigration consultant practice. The exam is an open-book examination, and exam writers have a maximum of three hours to complete it. FSE pass-mark is determined using the Modified Angoff Method, a popular procedure for setting a criterion-referenced passing point that does not compare scores among exam-takers.

Immigration consultants are expected to stay current on relevant changes to the immigration field. As a result, recently introduced immigration policies and programs may be included on the Full Skills Exam; however, the Full Skills Exam has a 90-day question cut-off, meaning that any programs introduced less than three months before an exam date will not be eligible for inclusion on that exam date.

  14. Business Class
  15. Québec

Ashton ICCRC Exam Prep Course

Ashton College offers an interactive, intensive ICCRC Full Skills Exam prep course.     Hello,

    What is the minimum score (Minimum grade, is it 65 % or 70 % on IMCD) required for IMCD to write the FSE to become immigration consultant.
