Certificate in Provincial Nominee Programs Overview
In this course, students will explore the Provincial Nominee Programs (PNPs), and the agreements for the nominee programs. Students will become familiar with each program’s selection criteria, application requirements and the variance between the programs. Students will look at the interplay between the provincial and federal authorities in the selection of foreign nationals both on a temporary and permanent basis with the understanding that applicants must be admissible to Canada.
We will also examine the PNP Business Programs taking into consideration investment required, performance deposits, personal net worth and what qualifies as an eligible business. The PNPs also take into consideration other potential processing streams such as skilled workers, international graduates/students, entry-level/semi-skilled occupations, health professionals, farmers, self-employed, trades, and professionals.

Topics/Learning Objectives
Upon successful completion of this course, students will be able to:
- Explain the Provincial Nominee Programs (PNPs)
- Differentiate between the constitutional and legislative authorities
- Discuss the broad differences between PNPs across different provinces
- Identify general application procedures and requirements
- Explain provincial processing of the Provincial Nominee Program
- Explain federal processing of the Provincial Nominee Program
- Outline the Express Entry stream
- Use the National Occupational Classification (NOC) system and outline how it is used in the PNPs
- Outline the supporting documentation and admissibility requirements needed to apply under the PNPs
- Discuss arranged employment/offers of employment
- Identify the various processing streams under the PNPs i.e. business and entrepreneur, occupation-based selection and student streams
- Discuss Federal-Provincial/Territorial agreements, and how the unique needs and priorities for each area are met
- Differentiate between immigration to Quebec, all provincial and territorial PNPs, the Atlantic program, and the rural and northern pilot program (involvement of communities)
- Discuss the ever-changing nature of criteria by province or territory for the PNPs
- Discuss application processing and the turnaround time for a PNP application
- Explain the language requirements for the PNPs as well as the Canadian Language Benchmark (CLB)
- Understand the admissibility requirements
Admission Requirements
Although there are no formal admission requirements for this course, due to the advanced nature of the material covered, it is presumed that attendees have a basic knowledge of Canadian Immigration Law in general and this topic in particular.
Credential
Upon completion of the course requirements, a Certificate of Completion will be issued.
Live Online Students
Ashton College uses web conferencing tools for conducting online classes and online learning management systems for managing resources, assignments, and grades. These tools help instructors and students connect live online as well as asynchronously. The basic requirements for online learning include a computer, webcam, speakers, and a microphone or a headset and headphones, along with a reliable internet connection. Though online learning can be pursued using smartphones and tablets, the use of laptops or desktop computers is encouraged for an enhanced learning experience.
