Certificate in Quebec Immigration Law Overview

In this course, students will explore the history of Quebec Immigration Law. Topics covered in the course will be: the Canada-Quebec Accord; the ability of Quebec to select foreign nationals for temporary and permanent entry to Quebec; the unique role of the Quebec Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI).

This course will also provide an overview and analysis of Quebec Immigration pursuant to the Immigration and Refugee Protection Act (IRPA), the Immigration and Refugee Protection Regulations (IRPR), the Quebec Immigration Act (QIA),and Quebec Immigration Regulations (QIR)and a review of the relevant forms and case law.

Topics/Learning Objectives

Upon successful completion of this course students will be able to conduct:

  1. Analyze the relevant sections of the Immigration and Refugee Protection Act (IRPA) and the Immigration and Refugee Protection Regulations (IRPR) and policies that relate to the processing of foreign nationals seeking temporary or permanent entry to Quebec.
  2. Analyze the Canada-Quebec Accord (CQA), the Quebec Immigration Act (QIA), and the Quebec Immigration Regulations (QIR) that relate to the processing of foreign nationals seeking temporary or permanent entry to Quebec.
  3. Review the relevant forms and case law in relation to Quebec Immigration.
  4. Describe the Certificates of Acceptance (CAQs) and Certificates of Selection (CSQs).
  5. Explain the appeal mechanisms available for Quebec Immigration matters (temporary and permanent).

Admission Requirements

Although there are no official prerequisites for this course, it is expected that participants have an understanding of Canadian Immigration Law and the particular topic covered. With its intricate material, a basic knowledge of the subject matter will be needed to fully benefit from this learning experience.
